Gewalthilfegesetz jetzt!
Seit langem ist bekannt, dass die Zahl der Frauenhausplätze in Deutschland nicht ausreicht. Nach der Istanbul-Konvention ist ein Familienplatz pro 10.000 Einwohner erforderlich - also für eine Frau mit ihren Kindern. Für Baden-Württemberg wären das über 1100 Plätze - nur für Frauen, die Plätze für deren Kinder kommen noch dazu. Tatsächlich gibt es für Frauen und Kinder zusammen nur rund 850 Plätze. Dem gegenüber steht ein Anstieg der Gewalt, wie es das im Juni veröffentlichte "Lagebild Häusliche Gewalt 2023" des Bundeskriminalamtes dokumentiert.
Nicht nur Frauenhausplätze fehlen, je nach dem wo eine Frau wohnt, hat sie auch nur schwer oder möglicherweise gar keinen Zugang zu Beratung, wenn sie von Gewalt betroffen ist. Hinzu kommt, dass die Finanzierung der Frauenhäuser in jedem Bundesland anders geregelt ist. Das führt beispielsweise dazu, dass eine Frau nicht immer in einem anderen Bundesland Schutz suchen
kann, auch wenn die Gefährdungslage dies erfordert. Und selbst innerhalb eines Bundeslandes gibt es immer wieder Schwierigkeiten, weil sich Kommunen über die Kostenübernahme nicht einigen.
"Es kann nicht sein, dass im Jahr 2024 immer noch Frauen abgewiesen werden, weil niemand die Kosten für ihren Aufenthalt im Frauenhaus übernehmen möchte. Der Rechtsanspruch in Form des Gewalthilfegesetzes muss jetzt kommen," fordert Isabel Kaiser, Vorsitzende des SkF Diözesanvereins.
Hier kann nur ein bundeseinheitlicher Rechtsanspruch auf Schutz und Hilfe, mit vergleichbaren Finanzierungsregelungen in den Ländern ausgestaltet, abhelfen.
